Specific criteria defining SMEs

The Government has issued Decree No.39 on March 11 to specify criteria of small and medium-sized enterprises (SMEs).

The Decree is aimed to clarify some clauses of the Law on assistance for SMEs, for which, SMEs are divided into micro, small and medium enterprises.

Business lines of SMEs are based on Vietnamese laws and regulations on economic branches and of each sector.

In case of enterprises operating in multiple fields and sectors, criteria for SMEs are defined based on the sector or field with the highest revenue. However, if it is unable to define the highest revenue sector, SMEs are defined based on the sector or fields with the highest number of workforce. 

Specifically, micro enterprises operating in fields of agriculture, forestry, fishing and industry are defined of having the total workforce under 10, in addition to revenue or equity less than VND3 billion (US$132,300). 

Similarly, micro enterprises operating in trade and services are categorized as having less than 10 employees, with total revenue less than VND10 billion (US$441,000) or equity under VND3 billion (US$132,300).

Small enterprises in fields of agriculture, forestry, fishing, construction and industry are defined of having total workforce under 100, with total revenue less than VND50 billion (US$2.2 milllion) or equity under VND20 billion (US$882,000), but not fall into the category of micro enterprises. 

Small enterprises in fields of trade and services have total workforce under 50, along with revenue less than VND100 billion (US$4.4 million) or equity less than VND50 billion (US$2.2 million), but not fall into the category of micro enterprises. 

Medium enterprises working in fields of agriculture, forestry, fishing and industry have total workforce under 200 and revenue less than VND200 billion (US$8.8 million), or equity less than VND100 billion (US$4.4 million), but not fall into the category of micro and small enterprises. 

Medium enterprises in fields of trade and services have total workforce under 100 and revenue less than VND300 billion (US$13.2 million), or equity less than VND100 billion (US$4.4 million), but not fall into the category of micro and small enterprises.
