Hanoi targets to complete 16 key infrastructure projects until 2025

This year, Hanoi aims to disburse 95-100% of public funds worth VND47 trillion ($1.93 billion), which is seen as a key measure to boost the city's socio-economic development.

From now until 2025, the city is expected to make concerted efforts to finalize and operationalize a total of 16 key infrastructure projects.

The plan was announced under the city’s Decision No.272, signed off by Chairman of the Hanoi People’s Committee Tran Sy Thanh on implementation progress for key projects in the city in the 2021-2025 period.

As approved by the Hanoi People's Council, the city is set to undertake a total of 42 investment projects during the 2021-2025 period, with an estimated investment of VND353.2 trillion (US$14.5 billion) across 11 different fields. 

As of the end of October 2023, two projects have been completed and become operational, including the elevated road along Ring Road No.2 from Vinh Tuy Bridge to Nga Tu So intersection, and Vinh Tuy Bridge Phase 2.

In addition to Decision No.272, Hanoi will focus on finalizing investment procedures and expediting the implementation of 26 projects scheduled for completion after 2025.

In the first ten months of 2023, the actual investment capital from locally managed state budget sources reached VND38.8 trillion ($1.6 billion), marking a 6.3% increase compared to the same period last year and achieving 66.6% of the 2023 plan.

Key projects in focus

The Ring Road 4 - Capital Region Project spans a length of 112.8 km, consisting of 103.1 km of Ring Road 4 and a 9.7 km connecting route to the Noi Bai - Ha Long Expressway.

Starting from the Noi Bai - Lao Cai highway (Thanh Xuan Commune, Soc Son District) and concluding at the Noi Bai - Ha Long highway (Que Vo District, Bac Ninh Province), the project is segmented into seven component projects. The estimated investment for phase 1 is approximately VND85.8 trillion ($3.54 billion). Work on the project kicked off in three localities (Hanoi, Hung Yen, and Bac Ninh) on June 25, 2023. Presently, 82% of the project sites have been handed over to contractors, with a construction-ready site rate of 68.5%. The project is expected to be completed in 2026, with operations commencing in 2027.

The initial phase of the Ring Road No.1 project section Hoang Cau - Voi Phuc, spans a length of 2,274 meters with a cross-section of 50 meters. Starting at the intersection with Cat Linh - La Thanh - Yen Lang road at Hoang Cau (Dong Da District), the route ends at the Voi Phuc intersection (Ba Dinh District). The first phase of the project involves an investment of VND7.2 trillion ($297 million) from the City budget. As of now, the project has disbursed 21.8% of the capital plan.

The renovation and upgrade project for the Ba La - Xuan Mai section of National Highway 6 commenced construction on December 3, 2022, covering 21.7 km from the Ba La intersection in Ha Dong District to Xuan Mai Town in Chuong My District.

This project aims to widen the road to 4 - 6 lanes, with a design speed of 80 km/h and an open roadbed width of 50m - 60m. Its purpose is to contribute to the completion of the radial road connecting National Highway 21A, Ho Chi Minh Road, and the Ring Road surrounding the four capital regions. The total investment capital is VND8.1 trillion ($334.2 million) from the city budget. The construction timeline for the entire project is from 2022 to 2027, and currently, the project has disbursed 4.7% of the capital plan.

The Thang Long Highway project, connecting National Highway 21 with the Hanoi - Hoa Binh Expressway, began construction on October 10, 2023. Stretching 6.7 km, it initiates from the first connection point between Thang Long Highway and National Highway 21 in Thach Hoa Commune, Thach That District, and ends at the connection to Hoa Lac and Hoa Binh roads.

The road features a cross-section ranging from 120m to 180m. The total investment for the project is VND5.2 trillion ($214.5 million). As of now, the project has disbursed 3.2% of the capital plan.

To execute the construction of key projects, the Chairman of the Hanoi People's Committee Tran Sy Thanh has called on relevant departments, branches, and units to focus on four key tasks and solutions. They include accelerating administrative procedures and eliminating obstacles for key projects; concentrating on resource mobilization for public investment; prioritizing the completion of site clearance for key projects; and strengthening the responsibility of investors, state agencies, managing contracts and entities involved in preparing proposal documents and feasibility study reports for investment projects, particularly those in the PPP and socialization models.
