The plan aims to prevent bird flu from breaking out and spreading, proactively monitor for early detection, warning and prevention.

Besides, the plan facilitates the successful construction of safe poultry areas and chains, contributing to minimizing the negative impact of bird flu on Vietnam's public health, food security and commercial activities.

To achieve the above-mentioned targets, the task is to ensure food safety.

Specifically, it is necessary to control the epidemic, proactively monitor and early detect the disease, timely handle outbreaks and prevent the spread of disease. At the mean time preventing new strains of dangerous viruses from infecting and spreading widely in Vietnam and implementing vaccination to a minimum rate of 80% of the total number of herds of poultry.

In addition, the Vietnamese government needs to build chains of poultry production and safe poultry products to meet domestic consumption and poultry export, contributing to minimizing or preventing the development of bird flu in humans due to infection with dangerous influenza viruses (H5 and H7).
