VietLIS to improve land valuation capacity in Vietnam

The data and method used in this process will help Vietnam ensure efficient tax collection in the real estate sector, a target that the country has aimed to realize by 2030.

The application of the multi-purpose land information system (VietLIS) will help Vietnam form a new system for land management, eventually contributing to economic development and national security.

Country Director of the Korea International Cooperation Agency (KOICA) in Vietnam Cho Han-Deog made the statement at a meeting evaluating the result of the Vietlis-based land valuation capacity and land price information system improvement project on January 12, which was put into motion with the support of the KOICA from June 2017 to December 2019.

Mr. Cho said the land pricing method of the project was based on a similar method being used in South Korea. “The data and method used in this process will help Vietnam ensure efficient tax collection in the real estate sector, a target that the country has aimed to realize by 2030,” he noted.

Vice Minister of Natural Resources and Environment Le Minh Ngan said local authorities in provinces/cities in Vietnam have not had an appropriate database for land pricing to meet the actual needs.

“There is a lack of frequent update for these databases to become a credible source of information for the authorities in state management activities, as well as for the people and organizations,” stated Mr. Ngan.

Mr. Ngan also referred to limited works on survey and research on the land price, as such there is a pressing need to reform the land pricing and management of land price, he added.

With four provinces/cities taking part in the project, including Vinh Phuc, Bac Ninh, Danang and Can Tho, the project has so far completed its tasks, including the setting up of a model for land pricing and land pricing procedures; a draft strategy for the development of land pricing in Vietnam; the VietLIS-based land price information system which is integrated at project areas; enhancing capacity for four provinces/cities participating in the project in terms of land valuation capacity.

“The project that was developed based on modern technologies with current technical standards would be made available for widely used in Vietnam in the coming time,” stated Mr. Ngan, expressing his belief the system could be a helpful source of information for both state administration purpose and the demand of the people and businesses.
