From August 16 morning, there will be strong wind and rough sea in the eastern area of the Tonkin Gulf. In the next 24 hours, the storm is expected to be right on the coast from Hai Phong to Nghe An, and then weaken into a low pressure, Hoai added.
According to Hoai, from August 17 night, there will be heavy rain (250-350mm/wave) in the north and north central provinces of Vietnam.
The Head of the General Department of Disaster Prevention said that Bebinca storm will affect the coastal provinces from Quang Ninh to Nghe An. At the same time, the rain is concentrated in the northeast, the Red River Delta, the central highlands, Son La, Hoa Binh, Thanh Hoa and Nghe An provinces.
According to the National Centre for Hydro-Meteorological Forecasting, Bebinca storm will bring torrential rains in the northern and north central regions, Hanoi city may be in danger of flooding.

Therefore, it is necessary to closely monitor the changes in rainfall and water levels in low-lying areas so as to actively prevent, Head of the General Department of Disaster Prevention Tran Quang Hoai said.
Hoai warned that the land was saturated with water and the risk of flash floods and landslides in mountainous areas would be high if heavy rain occurres.
Director of the National Centre for Hydro-Meteorological Forecasting Hoang Duc Cuong said that the storm surge is quite wide, the rainfall will occur before and after the storm lands, heavy rain will mainly take place from August 16 until the end of August 17, affecting most of the north and north central provinces with the focus in the northeast, Son La, Hoa Binh, Nghe An with about 250-300mm.
Cuong added that the provinces of Hanoi, Ha Nam, Thai Binh, Nam Dinh are warned at the risk of flooding. Chuong My District (Hanoi) may also be flooded again, however, the level is not equal to that of July.
The capital of Hanoi in the next five days will have moderate rain, heavy rains, rainfall from 150mm to 250mm.
Deputy General Director of Hanoi Drainage Company Le Vu Quang Suong said that the unit is cooperating with investors of 11 projects that affect the drainage system to concentrate effluent discharge, install four anti-flood pumping stations for underground tunnel area of Thang Long avenue.
In addition, the water levels of regulating lakes such as West Lake, Linh Dam kake, Giang Vo lake have been controlled at prescribed level. The company has also prepared 108 suction and jets, 140 specialized vehicles, 23 generators, two mobile pumps with 1,800m3/h, nine submersible pumps with 100 - 150m3/h. All are ready to drain for Hanoi city, Suong stressed.
